The plan aims to improve the social services network and social security policy to meet the demands of social services beneficiaries, encourage and mobilize social resources for social services works as well as increasing the effective use of the State budget and the State management on social security works.

The main tasks of the plan are to amend and supplement documents to develop social services foundations, propose policies to attract businesses, organizations and individuals in social services and enhance the responsibility of local authorities in social services works.

In addition, the plan also helps promote the capacity of public social services centers and encourage the cooperation between the State and businesses, organizations and individuals in this field.
